BREAKING NEWS
In an apparent reversal of his outspoken support for increasing public safety by improving the chances of formerly incarcerated people to successfully reenter society after prison, Governor Schwarzenegger has terminated three major incarceration alternatives for parole violators: drug treatment programs, halfway houses and home detention. The rationale for the program cuts cite a lack of evidence of effectiveness and cost-saving, though some suggest the Governor is responding to political pressure from victim advocate groups and the correctional officers union. At the same time, Assemblyman Leno is introducing a bill that would allow nonviolent offenders to be released after completing a successful year under parole supervision. The Leno bill, AB 505, has won the approval of the Assembly Public Safety Committee, but must be approved by several other committees and passed by the full Assembly and Senate to become law.
