2007 Liqour Outlet Analysis

The following reports contain an update of the analysis of liqour outlets in Oakland to accomodate for the new CA Department of Alcohol Beverage Control "allowable limits" guidelines that change each year. The investigation has gone a step further in examining the association between off-sale liqour outlets and crime in our city. The full report gives a more in-depth look at the current situation and a one page fact sheet has been prepared as a summary of the analysis.

2006 Analysis

The vandalism at local alcohol retailers in West Oakland has drawn the community’s attention to alcohol retailers. Alcohol retailers – such as convenience stores and corner markets, -- must be approved by the California Department of Alcoholic Beverage Control before they can sell alcohol that will be consumed off premises. Alcohol retailers may apply for two types of licenses: the first type of license, called a Type 20, allows the sale of beer and wine for consumption off site. The other type of license, the Type 21, allows the sale of distilled spirits (such as bourbon and gin) in addition to beer and wine.

In Oakland, there are currently 345 off-sale licenses; of these, 330 are active. Of those 345 licenses, 148 are Type 20 and 197 are Type 21. These licenses are located mainly in the flatlands, particularly in West Oakland and in East Oakland. The following maps identify the location of outlets across the city by census tracts and council district. We have also provided a series of maps with street level detail for City Council districts with the highest levels of undue concentration according to ABC standards.
